An Investment Policy Statement (IPS) is a document of agreement between an investor and an investment manager in relation to how an investment is being managed. It serves as a strategic guide to successfully plan and implement an investment program that both the investor and the investment manager must mutually agree upon. For the portfolio or investment manager, providing an investment counsel to an investor requires guaranteeing a diversity of priorities to address the fine details of an investment performance.

Besides specifying the investor’s goals and investment priorities, a well-drafted IPS gives a detailed process that keeps the investor focused on his other long-term objectives even if the stock market goes in the red in the short term. An IPS therefore helps to clearly communicate to both parties how the procedures, investment philosophy, and constraints should be adhered to by the parties. It can also be seen as an advisory from the investor to his portfolio manager on how the money is to be managed. At the the same time, the IPS would act as a guideline for all investment decisions and responsibilities of each party.
